In early November 2024, a capacity crowd of 170 people gathered for an emergency meeting at a community center in Middleton, England, a working-class town on the northern edge of Manchester. They wanted to know why the Rochdale Borough Council, the local authority, had suddenly halted their efforts to save a once-grand estate in their community.
